Arrow Burst can go 6 cells, and it cost 6 MP. It delays movement if the opponent can more 3 or above, halts movement if it's 2, or skips two turns instead of one if it has 1 movement.

Splinter just cripples the foe for a turn (or two), no matter the movement. And my character only has 10 MP left, from the 15 that she originally had.

Well, yes it does stop movement, but it also stops it from doing anything during that turn. Kinda like freeze, only not as long-lasting.
