Could someone please explain DD to me? I don't believe I was around when it was first implemented.

DD stands for Death Drive. At it's beginning stage, it only increases when damage is successfully and directly inflicted upon an enemy. When it is maxed, one can unleash one's D-Ability.

A permanent 10% evade boost? That seems kinda impractical. Isn't it more effective as it is now? It's your choice though.
